My problem is when my PC is posting I never see the bios enter option screen,PC stays blue screen until the windows o/s boots.Eveyrthing works well no probs. I cannot enter the bios even if I hold the del key. Funny thing happens is q-code stops on AE and just sits there,no boot
to windows. I restart my PC after switching the hdmi video out from the gtx1070 to the on MB video, then I see the bios enter option screen
and can enter bios but never when using the asus gtx 1070 strix, sooo anyone ever even heard of this problem ?

If you're connecting through the receiver to the TV it could be the receiver. I had this issue when working on my NAS while my Onkyo 818 was out for repair. I had my Yamaha receiver in as a backup and I could not get video from the BIOS at all, but I knew it had worked previously with my 818 so I tried plugging directly to the TV and was able to get video in the BIOS. Then, sure enough when I got my 818 back I could get video in the BIOS no problem running through it. My best guess is when you enter the BIOS or before Windows loads the 1070 video output is in some resolution or format that is not supported by the receiver, thus no video. I would try connecting directly to the TV or another monitor if you have one to see if that fixes it so you can rule out the 1070 as having an issue.

Yes you were correct, when going straight to tv I see the enter bios option screen. I guess the gtx1070 is bumping heads with the Marantz
receiver, maybe I can find the resolution sweet spot and they can be friends again. Thanks for the help bud
