If by "stock TIM", you mean that you used what was included in the kit, you have no worries. EK uses Gelid GC Extreme, which is an excellent TIM.
If you mean you simply left the TIM from the last cooler on there.....that's a problem.
The J1 to J2 change should make very little difference on a 4770K. Maybe a degree at max load.
Without knowing ambient temps and a bit more about your setup, it is impossible to evaluate your temp results. But, 70 is certainly not out of line for a 4770K at that speed/voltage.
Appreciate it...and yea the EK TIM. Cleaned the CPU with alco wipes completely.
Ambient room was 19c, Water temp in the Res was 28C after 30 minutes running XTU stress, Ave cpu core temp was 70c.
The RAD was cool to the touch. I was just worried that with the water being that cool at load is it removing enough heat from the cpu.

Mpower Max Z87 mobo
4770k 1.28v 4.5ghz 1.9v in
16GB 2400mhz Avixer ddr3
2 reference gtx 980 on air.
Corsair AX860i PSU.
In win 805 case front mounted 280mm Rad set to push.
Mobo temp runs at 30c.
2*120mm af120 intake
1*120mm af120 exhaust
Understand 70c is fine but I wanted to push on to a 4.6ghz OC... Needs over 1.35 for stability so it was throttling a tiny bit and knocking over 90c
I agree about the TIM, if you use the included EK you are good. I did the same thing when I installed my sepremacy universal. It came default with the 2011 jet plate. I took it apart and replaced the default plate with the one designed for my 4790k. I seen a 4-5c drop in temp. Personally I would replace it.
I agree without knowing your ambient temp, It is hard to say how your temps are.
You posted while I was. 70C with 19C ambiant and volts sounds a little high, but not out of reason. Changing the jet plate might get you a few more Cs. It might make 4.6 a little more achievable and comfortable.
