XFX RX 480 RS 8 GB Woes?

So I just recently picked this card up...and after 8 pages of diagnostics to figure out of my CPU was stuttering games I came to the conclusion that it might be the GPU...

When it comes to AMD, I honestly have never played around with their products but I wanted to give the RX 480 a shot. This RX 480 however...I'm realizing doesn't stick to the 1228mhz rating that the box states unless I bump power limit to +20%...does that sound right? Is something wrong with my card?

I don't notice abnormal temps or anything of that nature, but a I5 3570K @ 4.4ghz + RX 480 + 16 GB of ram shouldn't be dropping frames randomly during most games...right?

*Games for reference: Shadow Warrior 2, CS:GO stutter at times...where-as Overwatch runs fluid on maxed epic settings (1080P).

I did just purchase a new monitor as mine had a horrible refresh rate I realized...so maybe FreeSync + 75hz will help?

It should be sticking to it really, the cpu should not be throttling the card clocks since you have a 3570k

The first thing you can do is check the temperature of the card and check if it being throttled by that

If thats not it, it could be power throttling, in that case try undervolting the card and see what happens instead of increasing the power limit.

onto the stuttering, you can check hwinfo and start logging and maybe if it stutters you can see if the clock drops on the log or something.

Wouldn't it cause throttling from not getting enough power...? What would decreasing the power limit/volts do?

Not really, if I drop the power limit on my gaming x 480 to about 34% it will power throttle and I won't be able to hit 1303Mhz anymore at 1175mv but if I drop the voltage to 1030mv the card will do 1303mhz because its using less power when its running 1303mhz@1030mv than it is when its running 1303mhz@1175mv.

If you increase the power limit you increase the TDP over whats set in the cards bios and that might let you get to that clock at that certain voltage but if you drop the voltage on that clock you also reduce the power the card needs so you might be able to run it. Some reference RX 480's had this problem when overclocking.

I see...I have an XFX RX 480 RS 8gb, it only goes to 20%...

...and the award for idiot goes to...drumroll...me...

I had my card in PCIE2 instead of 3.

Edit: I somehow lost my catalyst control center option when I right click my desktop though?

I know, I'm just saying to get to a point where I power throttle I had to drop the TDP by that much and its different for every card. I know with mine the TDP in the bios is set to 180 watts. On your card I don't know but I'm going to guess its not anywhere near that and it does not need to be.

If you mean PCIe 2.0 that should not make much of a difference really if its at 16X.

If I were you, I would try reverting to stock CPU settings and seeing if the error happens then. Watchdog errors sometimes have to do with an unstable CPU. Even if it tested stable before, something might've changed resulting in it being unstable.

Well that may be the case, I looked it up and it seems to be a driver crash though (at least on the NVIDIA forums)...and ironically my AMD driver crapped out right around then as well.

I did however just buy a new PSU and SSD...maybe something in my HDD triggered it, and I'm 99% sure my Corsair CX600w Modular is a bad pick for this build.

EDIT: To add to this, the only "OC" I am doing on my RX 480 is bumping the Power Limiter to +20% to get it to stabilize the clockspeed at 1228 (standard OC from manufacturer)...think the Power Limit + 20% and CPU OC of 4.4ghz @ 1.2v is causing my weaker PSU to die out?

Re-install Windows: Check
Everything to stock settings, install the necessary programs to test your HDDs, Video Card, CPU and RAM.
Run all said programs.
If all good, check them all off.
That still leaves...PSU, loose wires/maybe a screw came out and is shorting the motherboard every so often, etc.

I think it's your CPU, either unstable overclock or it's overheating/or something on the motherboard is overheating.
I have the same CPU, I try not to let it get above 75c.

If the ram fails Prime95(or whatever program you'll use) Check the slots first then the sticks.

PS: I'm using a 8 year old Corsair 550 watt psu..I think your 600watts should be fine for this build.

I ran approx 9 hours of Prime95 Blend tests in the 8 page thread in the OP...it can't possibly be the CPU. 0_0

EDIT: The issue I heard with the CX600w Modular is the rails aren't exactly up the snuff, and it's a bronze rating.

EDIT 2: I've also run memtests and in Prime95 utilized 80% of my ram in the test that went 9 hours.

Is it fixed now that you gotten a new PSU? Or you're waiting on it in the mail or what?
How were the temps?

EDIT: With that said, like I stated above I find it odd the Display Drivers would crash, given that I don't OC the GPU and simply have it set to Power Limit +20% which makes me think it's PSU related. That, and the fact that on recent shutdown/reboot it wouldn't boot up until I unplugged the PSU from my MOBO and re-plugged it in.

The efficiency has nothing to do with this. It's just the PSU's efficiency. It's not a measure of a PSU's quality in any way.
