my specs:
i5-6600k 3.5 ghz
msi gtx 1070
asus z1z0-a
corsair h60 liquid cooling
corsair vs550 psu.
corsair vengeance 8gb ddr4

Based on what Corsair says these PSUs should be used for, I would say that any overclocking should be avoided. These are office PC PSUs. The reason why they are making them is so that you can have a nice solid PSU in your office PC, but it's not designed to handle the stress of trying to keep an overclocked system stable.

As for stores and choices, PCPartPicker helps a lot. I believe that this SeaSonic S12II Bronze is a solid choice for the $60 range. For a few $ more, there is also the SeaSonic SSR550W. These are the best choices I am seeing right now.

Oh. Hmm. I don't know either. I don't even know what's normally available there. Do you think you could make a list of the PSUs that are available locally? I can pick out the best ones for you so that you can make a very good purchase.

Can he order from U.S. stores? He lives in United Arab Emirates.

Also, forgive me, but it's SSR-550RM, not SSR550W. I don't want him looking for a PSU and not finding it. :)

Ok thanks.
Overclocking with decent PSU, motherboard and cooling is safe. It just depends how good the chip is and how much it can take. You can max out at 4Ghz at reasonable voltage, but you can reach on other chips 4.5Ghz at the same voltage.
