As TwoCables mentioned, your PSU may be problematic. You should be able to get a decent 600w PSU from any reputable brand for under $100 and the H60 is definitely good enough for some light OC'ing.
When it comes to PSUs, we don't have the luxury of just going by brand names or wattage capacities. We have to tread carefully so that we don't end up buying a low-quality unit.
Based on what Corsair says these PSUs should be used for, I would say that any overclocking should be avoided. These are office PC PSUs. The reason why they are making them is so that you can have a nice solid PSU in your office PC, but it's not designed to handle the stress of trying to keep an overclocked system stable.
sorry net problem. i live here in uae and im not really sure what particular store i can order from.. i just bought my rig at some local store here and the tech guy suggested that corsair 550 is good for my specs so that was the one i got
My fps is dropping to 150 in CSGO(high settings) thats why im planning to overclock my cpu. Ive read threads saying they got stable 400-500 fps at 4.6 ghz cpu overclock with the same cpu gpu and mboard specs.

I'd also suggest getting an upgrade on the CPU cooler, 120mm AIO's aren't a good choice. If you go AIO liquid cooling, 240mm+ or don't.
As for stores and choices, PCPartPicker helps a lot. I believe that this SeaSonic S12II Bronze is a solid choice for the $60 range. For a few $ more, there is also the SeaSonic SSR550W. These are the best choices I am seeing right now.

Oh. Hmm. I don't know either. I don't even know what's normally available there. Do you think you could make a list of the PSUs that are available locally? I can pick out the best ones for you so that you can make a very good purchase.

Overclocking with decent PSU, motherboard and cooling is safe. It just depends how good the chip is and how much it can take. You can max out at 4Ghz at reasonable voltage, but you can reach on other chips 4.5Ghz at the same voltage.
