I haven't muddled around in the cooling game for some years, seeing as I am on an ancient Phenom II and even then I am using the stock cooler.

What is the hands down highest performing air cooler I can get?
What is the best air cooling I can get using fans to create the lowest possible noise?

What is the best AIO Water Cooler I can get?

Preferably you could answer these questions with some temperature numbers that could seperate them and help me make my decision easier/

Look for the EKWB Predator AIO series. Contact them to get an AM4 socket bracket. No idea if it's free though.

How can anyone give you temperature numbers on a CPU that is not even available yet?

In terms of quiet cooling.....air coolers are going to be significantly quieter than AiO. Even the only two AiO that are worth anything at all, which are the Swiftech and EK. These two will give you slightly better performance than top tier air, but will also be somewhat louder. The Swiftech has a better noise/performance than the EK.

As far as air coolers, the Cryorig R1, Noctua D15, Phanteks 14PE and several Thermalright models will all perform almost identically. The Noctua does have the smoothest sounding of the fans. If you want dead quiet and can sacrifice a couple of degrees, the be quiet! Dark Rock Pro 3 is hard to beat.

The point was temperature numbers across a spread of coolers using the same CPU that isn't Ryzen 1800x.....

Thanks for the suggestions though, definitely am going to look into them.
