In your case I would take the 32" VA 1440P @ 75 hz in a heartbeat if only for the difference in color clarity between the panels. The 1440 resolution will make up for the increase in size and at 32" you can recline a bit and kick your feet up with a controller, 24" kind of stinks for that. Not to mention many games will bug out after 60hz if they support higher refreshes at all, at least in my collection that is so. I don't really think 200 euro is much of a steal at all as it looks like the competitive game scene is starting to mutter about 240hz monitors and there are many 144hz panels on the market now.
I actually own an AOC G2770PQU 27" 1080P 144hz panel and by god, it's ugly! I bought this monitor specifically for counter strike since I tend to play a game or two every day, CS 1.6 believe it or not with the other gray beards most of the time. I just can't express how ugly this monitor is next to my 40" sony bravia TV that I use for all of my other games, the color is just so washed out in comparison. The 144hz is awesome in CS but I can't stand the sacrifice in color quality for other games. When it's time to play GTA, The Witcher, Elder Scrolls, Borderlands, Dark Souls, etc, I instinctively switch to my IPS 1440 or my big Bravia without thinking twice.
I've actually been playing Borderlands 2 with my old man and nephew for the past week or so and as a curiosity I set it to run at 75hz max and the difference was only minor (while kicking back with a controller), in other words to me it looks just as smooth provided you aren't moving the screen extremely fast like you would turning to shoot somebody on counter strike.
Just my 2 cents having access to many monitors to play on.

I mostly agree with Zero4549 and I do also have a 1440 IPS 144hz 27" monitor which is literally my pride and joy. Not sure if you can find or afford something like that but it's worth saving for, though I personally don't think 1440 @ 32" is too low of a pixel density, it's just going to require anti-aliasing or there is a difference between that and 4k, not a deal breaker personally.
