MSI GTX 980 Stock Voltage question or issue?

Hey! I'm new here and to overclocking so all information given is much appreciated. I've done some research and i've found that voltages are locked on my card. The weird thing is that when I check HWMonitor or MSI Afterburner. The voltage on my card is at a flat 1.0. Which to my understanding is lower than the stock. Maybe i'm uninformed but i think it should be higher, especially since i'm trying to overclock and i'm kinda at a wall. I can confirm that no matter what game or program I run the voltages stay at 1.0v in HWmonitor. Also, found that the voltages actually drop when I run games/benchmarks. My voltages dropped to 0.987. I'm using a MSI 970 Gaming MOBO.

Sounds like you dont know what you're looking at lol. Install EVGA precision its the easiest overclocking utility and very easy to use as well as GPU-z I like the sensors tab. EVGA precision will allow you to offset the voltage in mv with some extra volts doing this on its own will give you higher frequencies.
