I am well aware of ARM and their attempts at making powerful NAS chips (a lot of NAS units come with ARM chips), which is why I mentioned them.

There are ASIC SoC for the commercial market making this type of processor (high corecount ARM) a rather niche setup for developers of broad access devices, things that will run on operating system like android/ios,as opposed to direct instrution set processing which is where the commercial market is moving towards.

ASIC processors can run at lower clock but substantially optimized for an application like encryption, decryption, maintaining raid redundencies, creating workloads for file compression, server routing applications etc.

Software is the new battle. Getting IPC up per task not overall IPC which is great for a user machine but not so cost effective in a scaled up commercial application

They can redefine all they want, will someone buy it? Who knows.
The metric should be about what fits on the area, how complex a chip can be put on it, probably how many transistors etc. But most importantly for companies what's the cost of production on this or that node with how much performance difference or other hidden costs. Intel can have all the best they want using what ever metrics if their products/manufacturing are too expensive it's not gonna sell.
