Those were the same stories I was getting about FX 6300 and 6350 as well as 8300 and 8350 and they were not true at all. I had one of each and higher number one always beat lower one, be it at stock speed or OCed. 6350 for instance would consistently OC better than 6300 at lower voltage. Even when 6300 is OCed to same frequency as 6350, 6350 would work better and more stable with less heat. Same goes for 83xx.
They are all made on same die and are essentially same but ones with higher number are binned higher because they did perform better when tested and that means they are made better, that mans the manufacturing process succeeded better.

These are binned by voltage and are identical processors. The overclock potential is usually within 100mhz unless you get an abnormally poor or excellent example and then you're looking at 200mhz (which wont be noticeable outside of benchmark results). As another member mentioned, the non-X CPUs are the overclocking gems of the lineups right now in regard to price for performance. As for the stock cooler on the non-X CPUs, don't expect to get anything worth using. My 1700 couldn't hold an overclock that would outperform stock. I had a 212 Evo lying around that I've used while awaiting monoblock arrival and while it isn't the best, I've been able to overclock what I expect to be within 50mhz (if any) of what my CPU will be capable of on water.

Whatever they are binned by, they are better, more successful units, except ones they purposely downgraded just to sell them without them being competition to own products. Phenom II x2 55x being a fine example of that. But anyway, whole series of FX 4300 up to 8370 are identical chips but some more successful than others some also had more working cores than others. I would always trust more successful product over one less so. Very similar thing to Intel, except Intel made less successful models multiplier locked (non K models).
I have a CM Nepton 140XL but didn't get AM4 mounting kit for it yet. For now it's gonna get my brand new cooler from my FX 6350/8350, should be enough for now as it's made for 125W TDP chips while 1600x is 95W. Not hoping for any OC until Nepton is mounted.

And again, the difference will be 0-200mhz between the best and worst of the bunch with the oddball exception that is the golden child. If the 100mhz difference (realistically) is worth the premium of the X, then go for it.

It's more of a piece of mind that's worth that money. The way i figure it is since I'm already going for mid range CPU, might as well go for top one. Same with MB, I chose best one of mid range. Could have gone for cheaper one with same results but this way it's more balanced.

I have the Gaming K5. I overclocked the 1600 with the stock cooler to 3.8 no problem. I have since upgraded to a watercooled loop and could only get it up to 3.9. I think you are fine with the 1600. It does great and the big difference in bench marks is the RAM speed.
