AMD didn't hype the 480, the fanbase did. AMD said it delivered 50% higher performance per watt than Hawaii at R9 290 performance levels.
What they said, basically, is that they got the performance of a R9 290 but at 50% higher perf/watt. And this was crystal clear in their slides.
Readers extrapolated that (as anyone could expect) as it having the same power consumption of a R9 290 but at 50% higher performance - and thus the senseless hype train started.
