And by clean install I mean a fresh installation of windows without backing anything up. My back-up is on a secondary HDD, all I have installed on my new Windows 10 system is drivers and a browser, thats it. Nonetheless I might give it a try when all things fail and I will have nothing better to do before returning the card.

If you did clean install then I must have missed it when you said it, sorry, I only saw you resetting windows. If you trust this method to verify it's not windows problem then I guess you going to have to go through the pain of return. I wouldn't personally.

On second thought, when doing the reset, I chose remove everything instead of remove files and clean the drive. Will attempt another windows re-installation but this time around removing everything and cleaning the drive, alternatively can just buy an entirely new 1TB HDD and try installing windows 10 on it, HDDs are cheap now anyway.

Btw, many thanks to Beagle Box!
The monitor doesn't cycle through sources any more and just sleeps normally like it used to with the 290X. Fixed it by setting the sleep time of both the computer and the monitor to the same timings in the power plan options.

I dont see how imposing a frame limit could help, even different types of vertical synchronization didnt which do more than just capping or adjusting the framerate.

I have tried already almost everything there is to try and nothing was able to solve the issues so far, I am sure if there is a solution it is more complex than just a framerate cap. Will try doing a delete everything and clean the drive windows installation once I find the time, that would be the next step. Still nothing from Nvidia.

I am puzzled as to how recurring the issue is and how many people experience it yet there is no fix or solution as far as I am aware. Nvidia should be aware of this problem by now, maybe it is but doesnt know how to solve it either.

Before you nuke your Windows installation (which I honestly don't see fixing this issue), what are your settings in nVidia Control Panel? It sounds a lot like you're running in performance mode rather than quality. You get screen tearing, poor texture filtering and "no AA override" basically.

I have spent numerous hours with the Nvidia Control Panel and no matter the settings I chose, the said issues still persisted throughout. Me and the Nvidia Support guy I had on live chat tested many various options in the Nvidia Control Panel none of which solved any of the issues. I had the general setting set to quality, performance, let 3D application decide and use the advanced 3D image settings with numerous settings adjustments, still nothing, same exact issues in every single game I tried so far, tearing is still present in videos and movies. Shimmering and massive pop-in is also present, just like on the videos I have linked.

I only had screen tearing issues outside of 3d applications on an Intel integrated chip once, but the GPU was faulty and started artifacting not long after.

Still, since there are so much cases online, I think nVidia screwed up something on Pascal and Maxwell. Can't say I have ever seen this on my GTX 470 nor GTX 780 Ti. This would bug the crap out of me as well. I have zero tolerance for aliasing.

Yeah it is extremely annoying and bothersome, simply unacceptable to have such quality after having spent $890 on a brand new GPU. Never had such issues with my 290X, literally the first tiem I come across something like this.

It is also rather strange that the rotating 3D render of the Nvidia logo looks extremely good and has no aliasing nor shimmering around the edges, yet when you start playing games all of that appears. The rotating object also does not have any screen tearing and appears very smooth. I love how it is there for reference use yet doesn't represent the actual image quality at all.
