CPU bottleneck with less than 90% CPU core usage? (G4560)

Hello,

short question, I recently bought a Pentium G4560 which I am running along with

RX 470
Asrock H110M (latest bios)
DDR4 2400 8GB
Win 7 64bit

So I read a bunch of reviews up front and know it is budget cpu and will be a bottleneck in certain situation.

Fallout 4 I get fps drops to 30-40fps in some areas (mainly in the cities or near big complex buildings)

MSI Afterburner then shows GPU usage is fluctuating between 3-99%, which I already read is an indicator for CPU bottleneck.

The CPU usage on the other hand is also only 70-80% (whole package and each of the cores)

I was just wondering if this is a normal value for a CPU bottleneck situation I was expecting something like 90-100% before the bottleneck kicks in.

Did it already reach its limits or could there be something else throttling the performance?

Check "Enable unified GPU usage monitoring" in MSI Afterburner. It doesn't read some AMD cards GPU usage right without it. That is why you are seeing those spikes like that.

Ok, thanks, changed that setting. GPU usage is steady 60-70% now, but CPU still around 70-80%: Could it be win 7?
