There are already a few 1070 cards with that size PCB and smaller. There is even a 1080 from zotac about that size.

There are normal openings at the PCI bracket, but also holes on the shroud.

Strategically placed holes in the bracket allow heat to escape.
Sounds like it's a feature?

Next step, I'd love to see, which would be even more compact is single slot GPU's with HBM/HBM2. Hopefully one or two at least come out from AMD.

I bet it underclocks itself big time to compensate. AKA, you really bought a 1060 when under load for more than 5 minutes.

Am I the only one that hates the look of single slot cards? They just look compromised and cheap to me. Dual slot cards always look the best (triple slots are ridiculous looking). The only reason I can think of that a single slot would be appealing is if you simply can't fit a dual slot but in that case I would be using a block anyway.

Majin, for me, I like the idea of making the most of the available area. Like, hell, I'd even put an SFX PSU in a case than can handle ATX PSU's. I like the idea of density. If I can get two cards in two slots, great. I've always wanted to grab one of the dual GPU's like the R9 Fury X because of that. The part that does all the actual work is tiny in comparison to all the other materials laid on; which is why giant builds with a 900D and/or Caselabs case always looked ridiculous to me (like an mouse driving a monster truck).

Just looking at it from a price per performance or the usual better practice or most practical perspective is kinda boring to me.

You're not the only one. Do keep in mind that "looks cheap" and "cheaply built" are mostly unrelated when it comes to electronics.
