CS:GO m_rawinput 0 bug, HELP!

I just reinstalled Windows 10 today and after installing I'm having this strange bug in CS:GO, m_rawinput 1 works as it should, m_rawinput 0 is having some weird issue where the mouse isn't actuating when it's moved at slow/medium speed speed. Like if I move the mouse medium/slow in game it will only be moving a few pixels on screen. m_rawinput 1 acts as it normally does. I can make a video showing the issue if that doesn't make any sense. Ideas? I've tried reinstalling CS:GO, trying with and without my config, with and without launch options, and three different mice nothing fixes it. Could it be something to do with the new install? I'm on Windows 10 build 15063.

EDIT: So far I checked raw input off on Battlefield 1 and it functions normally. I'm going to try Counter-Strike Source and see if it happens on there.

EDIT 2: I just checked Counter-Strike Source and it's also happening on there, m_rawinput 1 is fine m_rawinput 0 is doing the same thing as CS:GO. So it seems like it's a source engine related issue that my PC is having.

make sure you have xbox dvr disabled

I have, that's one of the first things I do when I reformat.

use raw input and call it a day, honestly I personally find that if feels just as "snappy" after my extensive A/B testing and/or less floaty when things get intense in-game

I've got the same problem when I installed Creators Update to Windows 10. There's no fix AFAIK

Have you all compared motherboards? Maybe there's a common link I don't have this problem

I thought it might have had something to do with the update. I didn't have the update before I reformatted so that could be the issue.

I have a Gigabyte GA-Z87X-OC not sure what he has.

Had the same thing bro, wanted to try out the new creators update and see if it fixes the mouse movement in Windows 10.
It only made it worse, when you spray without rawinput on you cant control the spray normal it just floats there i cant really explain it.
With rawinput on it was fine but rawinput feels delayed/floated in cs.go so i cant play with that so went straight back to the love of my life Windows 7

reinstall your motherboard chipset and relevant drivers and report back

That's my feelings on the matter exactly. I just don't like playing with m_rawinput 1 but it looks like I'm going to have to deal with it because I'm too used to windows 10 now after about a year of using it, I don't think I could go back to 7. Hopefully whatever they did in this update gets fixed at some point but I'm not holding my breath. I'm gonna try and troubleshoot it some more but I doubt I'll find a fix.
