What's the relationship between GPU clock speed and CPU clock speed generally in terms of bottlenecks?

I know it's kind of hard to know this but I'm thinking in terms of which one usually ends up waiting, cycle wise, the GPU or the CPU? When you're overclocking a 1080Ti for example, on the PCIE bus, is the 1080Ti pushing through data/info to the CPU faster than it can process it? or is a 4.5Ghz i7-7700K mainly just waiting still even for the overclocked 1080Ti? or because of the architecture, the 1080Ti is processing it's data so fast, that things are just waiting in VRAM, waiting on the CPU to do something with it? Which one is "sitting" around mainly? What's the relationship there? Would it be truly balanced, signal wise, through the bus, if the 1080Ti was somehow also at 4.5Ghz? Is there a point where you've, say, overclocked a 1080Ti really high, but it's just wasted effort (waiting, heat & noise) because the data is mainly just sitting around waiting for the CPU? or is a 7700K always going to be faster here and no worries?

In laymen terms the CPU waits on instructions from the GPU. If the GPU is too much for the CPU you get a CPU bottleneck. If the CPU can handle a GPU then you're ok.
