Win 8.1 error

Hello guys so I have a problem. I recently deleted %temp% files and also adjusted my CPU fan speed from bios. But after doing these things when I started my PC it stuck in boot loop. It gives error yr PC ran into a problem and just reboots. Also after shutting it prepares windows for repair and shows a black screen. But if I remove my hdd cable it shows two options advanced option and restart. I am not able to boot into safe mode as well. Only thing I can access is command prompt.

Boot your Windows Install disk and choose repair,

I'm going to be straight up. Deleting the TEMP folder was a silly thing to do. Windows, applications, and even drivers use that folder to *drum roll* put temp folder for use. Your best bet would be to run a repair using the Windows installation meida, use command line and recreate that temp folder in the same location, or you could just nuke the OS and reinstall.

Is it some kind of blue screen loop or just normal loop? Have you tried to use Windows installation media to repair your Windows PC?

Are you able to access Safe Mode?

Yes its a boot loop. No not able to access safe mode.
