i7 6700K not overclocking without turbo

I'm trying to make it so that I can have my cpu at 4.5GHz while idle and not 4GHz at idle and 4.5ghz during load.

I was able to do this on my sig rig..why wont it work on this cpu?

With turbo boost off, my cpu is locked at 4GHz during idle or load. In bios, core ratio is set to sync all cores and still shows 45..
With turbo boost on, it idles at 4GHz but boosts to 4.5ghz..

my system is this:

i7 6700k
z270-ar prime
h80i
RM750 psu
gtx 960 ftw 4gb
120gb ssd
8gb hyperx ddr4

there has to SOMEONE with atleast the same issue as me..?

If I remember correctly its Intel Speedstep you want to disable. Turbo you want to leave on

but i dont want my core clocks to bounce up and down from 4.5 to 4.7 all the time. i want it to just sit at 4.5 or (if stable) 4.7 all the time even at idle.

although i did find out that if i change my bclk, my cpu will overclock without turbo on. i guess its the same thing?

the 6700k has a turbo of 4.2ghz and a base of 4.0. Overclock the chip manually to 4.5ghz, you can even leave everything else on auto so when you're idle you'll still be at 4.5ghz but your voltages will be lower.

Intel processors use turbo for overclocking. You can't overclock them after disabling turbo.

Save settings that work into a profile.

Since yours is a 'k' chip:
To run 4.6GHz
Set CPU Ratio Mode to FIXED.
Set CPU Base Clock to 100.
Set CPU ratio to 46.
Set Ring Ratio to 40, 41, 42, 43, 44, 45 or 46.
Enjoy the speed.

If that works, you can start playing with Voltages, Dynamic mode, EIST, CPU Base Clock, etc... to work out performance/stability...
