It is certainly possible.

RX 580: 2304 stream processors @ 1400MHz +
Vega: 4096 stream processors
78% more cores

GTX 1080Ti is 80 % faster than RX 580.

Since Vega is a brand new architecture from the ground up, it will undoubtly offer more performance per SP than Polaris and RX 580. And HBM2 will offer some performance gains over 256bit GDDR5 memory bus Polaris run.

It will come down to if AMD is able to run almost twice as many SP as Polaris on the same high clock, or if they have to go down in clocks due to number of reasons.
In addition what Vega offer in IPC over Polaris.

Maxwell had around 25-30% IPC gain over Kepler. Pascal had very tiny IPC gain over Maxwell. Everything about Pascal have been power efficiency refinements and getting faster GPU through bigger dies.

It depends on what route AMD take. Take Ryzen for example. AMD deisgned the 8-cores to have 95W TDP design vs Intels 145W 4-core CPUs. So here AMD chose the less power route. Wether this was intentional or forced because 14nm LPP can only do this high clocks we will never know.

Overstates of the requiremenets is what you have do do anyways. Besides the graphics card there are other components in the system too. Everyones favorite topic the Ryzen X1700 needs 60W at idle alone. At full load it gets pulls about 170W out of the PSU via Mainboard. Now count this together with the 170 to 250W power usage of a Rx580 someone mentioned and it gets to critical mass. There are not even other components like RAM or any storage / media put in here.

It is not about if it doesn't work. The security should go first. Once you run into the limit, the hardware has to shut down or at least clock down. At critical limits there can be hardware damage a.s.o...

Happends all the time and nobody cares. AMD has generally a problem with heat and power issues since a while. THis is a fact. IF you build a system with AMD hardware, you also have to include this in your build plans.

Vega comes and is equal or almost as fast as 1080 Ti ... then what? If the Pascal successor Volta comes along within a few months and ups the game again, AMD will stand there without anyting to counter. AMD is no longer in a position where they have a plan B at hand. Until the next architecture Navi comes along to fight Volta, it will be roughly a whole year ... if not more.

I see this as a very dangerous way. We don't only need competition for $350+. AMD has to offer a whole new line-up as soon as Volta cards arrive. I fear AMD is stretching their Radeon line-up more and more each new generation. Skipping out one for over a year is no good sign.

I said maybe Q1/2018 myself, but why Q2/2018? I see no technical reason why Volta should be delayed that much.

TSMC pseudo 12nm aka 16nm FF++ is rumoured to be ready soon. The only hurdle I see is if Microns GDDR6 @16Gbps is ready in Q3-4 2017 or not.

You mean 10nm.
And they only started mass producing 10nm for SOCs in Q1 this year. Thats probably only suitable for mobile phones and such. Not high power GPUs...

No, I really mean this new 16nm node TSMC claims to exist since a while. Since it is rumoured to be more detailed FinFET tech and therefore smaller, they call it 12nm. We are hearing from this since months. The usual 10nm process node you speak of is something different.

The whole process business seems to be crazy about fake names anyways. TSMC / Samsung / GloFo 10nm are not the same as Intel 10nm. They are not even comparable with each other, see GloFo 14nm vs TSMC 16nm.

Rumours say Volta will be on this dubious 12nm node. Everyone is already gessing back and forth if it even exist or not.

The state of the gaming industry these days is such that I no longer have any desire to pay over 50% for any AAA title. Ignoring Steam sales/special deals, by the time they reach that mark, more affordable hardware would have been released already.

Essentially, if you're a "previous gen gamer", you can game for very very cheap. 10 years ago it was worth it to be on the bleeding edge, but these days? Hahaha nope. I'll let these 4 videos speak for themselves:
