Now that's frustrating! But do I really need a card that can decode H.265 to stream from Plex?

I'll leave that for someone else to answer, but I'll just add that it will also probably miss VP9 acceleration, so many newer YouTube videos will also have to be decoded on the CPU. It's not a big deal at the end of the day for either assuming you've got the CPU to match; it's more important on a mobile device where power efficiency is of essence.

Polaris has H.265 decoding. Polaris doesn't supports VP9 though.

For now the system has a C2D E6700 2.66GHz (Conroe) in it with 4GB RAM. It can decode 720p video's but the 945 chipset (X3000) is unable to decode 1080p without skipping frames, which is extremely annoying. I intend to mostly play back Plex streams and maybe LoL or other non-demanding games on it (Bluestacks possibly, if it runs in Linux).

 

Edit: no need to use Bluestacks when GenyMotion is available.

If you use software decoding the E6700 should do H.264 1080p. And H.265 and VP9, at least Internet quality, too. For that motherboard you can try buying the fastest CPU for it, which is probably the Pentium E5800 (45nm, 3.2 Ghz, 800 Mhz FSB).

I was told that the 945 and 946 chipsets (the board is an OEM 946 chipset) only support 65nm, 1066FSB CPU's. I couldn't really find any information on the chipset as Intel's website is extremely vague but if the E5800 truly performs better than the E6700, and is compatible with my board, I will get it as it only costs about 6 USD including delivery (same price as this E6700 I got).

 

Edit: if the 94x chipset is compatible with 45nm CPU's wouldn't I be better off getting the E7500 3MB cache 1066 FSB?

The 945 chipset has a lot of variations, some with only up to Pentium 4 / D support and 1066 Mhz FSB support, while the ones validated for Core 2 Duo usually top out at 800 Mhz FSB (officially; then there's the BIOS OC mode), that's why I mentioned the E5800, but motherboard vendors released all sorts of boards with those chipsets for Core 2 Duos and support of 1066 and even 1333 FSB, so the mileage varies.

The list here says that the 946 OEM chipset only supports 65 nm though, but then again it says it only supports up to 800 Mhz FSB and yours goes up to 1066, so it's anyone's guess. I'll bet that it's a BIOS patch away from supporting 45nm because older chipsets like the 945GC do.

You may want to look on PC Treiber for a Bios update for that chipset and board, although being OEM you may be out of luck. I once got a BIOS update from there to make 45nm CPUs work on the AsRock 775 Dual VSTA board, which uses VIA's PT880 Pro / Ultra chipset. If that chipset, from the P4 era, can do 45nm, so can yours, it's just a matter of having BIOS support, which is where you may run out of luck. These entry level chipsets used to be just fine with 45 nm dual cores, especially the 800 Mhz FSB ones, the real problem was the quad cores, which needed a hardware revision on the motherboard to cope with the special power delivery requirements of the quads.

it needs to be both low profile and single slot. i saw those xfx cards but for now they only have dual slot low profile or full height single slot. i saw some strange asl china brand 1050 ti that was single slot low profile but it is far more power than i need and likely costs quite a bit. i see pictures of a single slot low profile gt 1030 though... http://hothardware.com/news/nvidia-geforce-gt-1030-retail-card-spotted it just needs the low profile bracket installed which it likely comes with in the box.

There are probably far too few HTPC's around for video cards to have the low profile bracket preinstalled but low profile cards should always have one. Generally speaking low profile cards cost more than full height ones so these brackets don't add to the cost of the cards and a lot of people buy them for their HTPC's.
