Gigabyte HD 5830 OC 1GB Fans dying

While playing warframe I had noticed that my GPU temps were 76C on 50-70% ultization on 99% fan speed via Afterburner
Without recourse for thought I figured, well, might be time for new paste, so I put some Artic MX-4 on it and when I reinstalled it is when I noticed that the fans weren't spinning fast or loudly, even at 100% which incure whines.

I don't have the money to willy nilly buy a new GPU and this is covered by warranty, but they'll only give me a refund of the card I bought, a 5850, when they sent me a 5830. :I
And that's 2 weeks without a PC (no intergrated graphics) for $15, which i will not be able to find an equally powered card for :c

So what should I do?

First thing I would try to do is oil the fans. Do you have any 3 in 1 oil or similar? (Don't use WD40 as it will dry out the lubricant instead of lubricating the fans) So try tearing down the cooler and getting access to the back of the fans and oiling them with this guide: http://www.techrepublic.com/article/quiet-noisy-computer-fans-with-a-drop-of-oil/

I just tore the whole thing apart, block, shroud, fans, etc.
I redid the thermal paste and after close examination, one fan is working properly, the other isn't, whining faintly.
The temps have dropped 10c to 65C max ingame with no throttling, which is fantastic, but that fan is problem. :c
