F2-140 Vardar fans running max 1400 rpm instad of 1600 rpm

Hello, Recently bought the EK P280 Kit, Installed and in windows it shows that the fans runs maximum on 1400 rpm, can't go any higher.

I've installed the 2 fans in my system with the splitter, could it be the splitter limits me? And why it's not written anywhere in the EK manual installation guide...

If you followed the EK directions and plugged the fans into a PWM motherboard header they won't run at 100% due to the nature of PWM (Pulse Width Modulation) control. It's just the way that PWM works..

Instead of sending a variable voltage to the fans, the PWM controller sends pulses of 12 volts volts to the fan The fan speed is controlled by how often the pulses are sent. Since there is always some time with no pulses, the fans can't run at 100%.
