are my 970gtx being slowed by current rig?

Still trying to justify upgrading to the ryzen. I have two evga 970gtx in sli with a crosshair V formula z and an amd 8350 cpu. Is my current cpu and motherboard holding them back or no.

No. Even at stock clocks I seriously doubt there will be a scenario where that CPU would hold back your 970s. Maybe if a specific game is really into single core performance... but 8350 is no slouch, especially if it's overclocked.
