Upgrade CPU or GPU first?

Looking to increase gaming performance, as right now my pc struggles to get 60fps @1080p on max settings in games like Fallout 4 and BF1. I currently have an FX-8320 @4.3ghz, 16g RAM, and R9 280x.

My budget would be around $400, so I was looking at either upgrading my CPU to Ryzen 5 1600x or my GPU to a GTX 1070(To future proof). Another option would be to wait for AMD Vega.

My worry though is that I can only afford to upgrade one of those things right now. If I swapped GPU, the FX-8320 will probably just bottleneck the GTX 1070. And I am unsure if swapping the CPU will have a noticeable effect. Any advice on what parts I should go for first?

Forward thinking, I'd go RyZen which will then serve you well for years and with whatever card you match it with down the road. Especially since Vega is around the corner.

CPU imo. That 8320 won't fair too well with most games from my experience using an 8350.

With Vega coming out soon™, its a good time to wait. It will push the price of our current gen of GPUs down which you can consider if budget is an issue.
