Is this a good/safe 24/7 OC?

I've recently wanted to mess with the OC with my i5-4690k and these are the results I got. I was wondering your opinions on which safe OC is worth it for 24/7 use. I would (personally) like to stick with 4.7 ~ 4.8 GHz OC.

4.5 GHz ~ 1.19v ( 25c idle ~ 60c full load)
4.7 GHz ~ 1.255v ( 30c idle ~ 65c full load)
4.8 GHz ~ 1.32v ( 35 c idle ~ 70c full load)

I use a Hyper 212 Evo cooler.
Here are the rest of my specs.

CPU - Intel Core i5-4690k (current OC is 4.7 GHz ~ 1.255v)
GPU - GTX 960 (1500 MHz Core clock ~ 3600 Memory clock OC)
PSU - Kingwin ABT-850MM 850W Power Supply
MOBO - Gigabyte GA-Z97X-SLI
RAM - Crucial Ballistix Sport 16gb (1600 MHz)
COOLER - Hyper 212 Evo

Alright. Ill probably end up sticking with the 4.8 GHz OC then. The only thing that concerns me is the randoms spikes sometimes in 75c for a quick second, then it drops down to 70c and below. But I guess that's to be expected.
