Question about PCIE X16 slots

what is the difference between PCIE x16 and x8? I guess the real question I want to ask is, is there and actual physical difference between the slots? I have notice at-least on my board the the top slot has pins all the way down and so does the 3rd slot, but 2nd and 4th slots only fill half the slot.

you have to understand that the slots can be classified from electrical and mechanical point-of-view

usually the lower slot is mechanical 16x, electrical 8x
check the back of the board: it should have less contacts/solder points (note that there can be all but not connected)

That is exactly why I am asking. My current board says that all the lower are x8 or x4. but yet the 1st and 3rd slot are all connected all the same on the back of the board. going by this info then it should have 2 x16 slot, correct?

If you check the back of your motherboard, you can see that the second slot is only x8 electrically as specified. Which is what chimico9 is saying.

Slots that are connected as x16 are as long as the x16 slot itself. Slots that are x8, but x16 mechanically would only have half of the pins soldered and present, like you can see from the back of the motherboard, shown here.

The third is a bit more tricky. It's a x16 wired as a x8 mechanically only, with only x4 capability. The reason for this is to not make the slot too flimsy if a x16 device is present. You can see this by looking at my diagram below and comparing the SMTs soldered to the motherboard above the slots.
