My CPU is underclocking itself. (Rampage V Edition 10, 6900k)

Hello. I have an issue. I am trying to overclock my CPU (a 6900k) to 4.0Ghz just for pure stability testing. I did everything that this guide recommends and my CPU speeds are still underclocked. https://www.youtube.com/watch?v=dW6gBneg3VA

I don't know what to do because if I mess with any of the setting I'm afraid that I may blow up my system. Here is a screenshot of what my system is currently running at boot.

If you want to know what I did before. I was just playing around with some software stuff. I was messing around with some DSP settings in foobar by adding a 5.1 Dolby Surround DSP for normal stereo headphones and after a few minutes I notices that my CPU clock speeds are running at 1.2 despite me changing the clock speed to 40 and the multiplier to 100. ON CPU-Z the multiplier goes anywhere from between 12 to 37. Any fixes please?

CPUs are supposed to reduce their clock speed when not in full use. If you don't like it, open up Power Options in Control Panel, go to Processor Power Management, and set Minimum Processor State to 100%.
