Does it increase when a load is applied ? It might be idle frequency.

Have you disabled AMD cool and quiet in the bios, and installed the ryzen windows balanced power plan.

might be the effect of the auto overclock or gaming boost in bios, for some reason it sets your voltage to 1.45v and some clock.
when I go in to bios to return the setting to auto, it leaves the last setting and gets stuck.
best thing to do is go in to bios and hit f6 and optimize setting, this should return the system to normal.
don't forget to turn off that fullscreen in boot options.

i have already done that
edit: ok so i have gotten the cpu to 3.8Ghz but cpuz still shows it as 2.2Ghz, i have gotten my ram to run at the correct speeds as seen in boot screen but again cpuz shows conflicting results along with task man(unless task man is unreliable?)

i replaced my 3000mhz kit with a vengeance lpx 2666mhz kit thinking it would be more compatible

did you try the f6 in bios?
that voltage looks too high for auto, but I'm use to 1700 which only needs 1.1v for 3200.

how much voltage is needed for 3800-3900Mhz?
Try a FULL CLEAR CMOS. Let the PC stock and see if everything is ok.

After that try again with your overclock settings.

Good Luck !

My 3.9ghz@3200 profile uses 1.3750v on the core, had to beef it up a little for memory to be stable at 3200. However, going past 3.9ghz requires exponentially more voltage.
