I set it to manul and tried to adjust the offset but it's going all over the place with no sense being made. I ended up booting with 1.468v temporarily and i hope that didnt' damage the chip. I think just enabling C3/C7 should be enough. The package wattage seems to be significantly lower while idle, or is the package wattage not what determines the PC's power usage?

Looks like I managed to get it to work. lower clock speeds and voltage while on desktop. However, it still seems to hang around ~3.5GHz a lot even when my PC is only utilizing 2% core.

I solve it's hanging around ~3.5GHz by setting the power plan to balanced. Even though I change the settings in "High Performance" to be identical to Balanced it seems to still prefer using higher clocks. Though I am worried because I read using "Balanced" lowers SSD performance.

Balanced power profile is what you should use, you will only notice a difference in synthetic benchmarks, not in the real world.
