Hey guys, I have an R9 390 I'm selling on the market here atm. Basically this issue: https://community.amd.com/thread/204322

I get a message: "Default Radeon WattMan settings have been restored due to unexpected system failure"
and my FPS is 60% of what it should be.

When I run 15.7 drivers everything runs really smooth no issues. 3DMark scores consistently and within range. However AMD freaking auto updates the drives after I reboot. This is on Windows 10. I unchecked auto update, I went into windows 10 settings and unchecked auto update. But still it automatically updates to 16.6 drivers and then I have issues again. I was thinking of solving this software issue but the card isn't fully optimized for Linux either. ATI/AMD has been doing this ***** to me since 2007. I hate how inconsistent their driver updates are. I'm assuming I'm an edge case bug wise because I have a 4k monitor, and 2 1080p monitors on the side.

My questions are:

Are there any diagnostic tools I can run to ensure hardware wise the card is 100% functional. I don't want to sell something broken. I'm fairly certain it's a software issue
Has anyone else had this issue and can share some insight?

The card is not even a year old yet, I could just RMA it, and they'll run their hardware diag and most likely send it back saying it's fine. Maybe I should do that before selling it anyway just to ensure everything is fine. But the card is in pristine shape and again I'm pretty sure it's a software issue.
