Meanwhile, in the real world look what doesn't exist!

Clean installed drivers, no change.

Fresh install of windows.

Update for anyone with similar issues:

"Unpacked the driver file using 7-zip to a folder I named chipset. Located the RyzenPPM.msi in chipset/packages/apps.

Ran the msi.

Windows defender would not allow the program to be run.

Disabled defender.

Ran the msi.

Presto. RyzenPPM.msi installed.

Located it in power settings and turned it on.
