This could be due to power save features, Control Panel > Power Options > Edit Plans Settings > Change Advanced Power Settings > Scroll down to "Processor power management" though you wouldn't be able to edit this via Power Options if you have virtualization enabled in the BIOS (As virtualization will handle the power features, circumventing the OS CPU power settings. You can make a registry change in order to view your Minimum Processor State, be cautious if you aren't an advanced user though!
You should see a minimum power state of 5% and a Max of 100% now, in the Advanced Power Settings menu, from which you can change your minimum processor speed if you like, though you don't need it 100% all of the time.
If you're simply worried about it displaying that, without actually seeing any impact on performance, I've seen this before without it affecting people whatsoever, as Ziglez said, probably just a UI issue.
