Corsair RM850x 850w with 64LC and OCed 7700k here and no issues even if Vega draws 400w, but most of my use is stock 265ish.

I ran a vega 64 on a 650 watt enermax and pulled around 450 watt at most at wall.
i found vega just isnt worth overclocking you gain very little,
keep stock speeds and under volt it by 100mv

This was done on a stock amd 290 gpu 4 years old.
AMD just amazing longevity .....

I'm running a XFX Black 850w on my sig. rig and with the card OCed its pulling just over 600 watts out of the wall (I have my tower plugged into a watt meter at the wall). With my old pair of 290X's OCed and benching I have seen it spike up over 1000w and drop right back down with no issue..

Score should be higher for those clocks. It looks like your GPU load and HBM speed are dropping throughout the run.
