Note: I know literally nothing about batch files or coding.

Overwatch has regressed in optimization over the year and I came across several threads where numerous others have the same problem.

I've always had that set and i consistently get 280-300fps with my titan x (pascal) and i7 4790k, but im not sure if that is the reason mine being used to its fullest.

My other PC has a i5 3570k and an r9 fury, and not all of the cores get used in the game which causes a bottleneck so my GPU doesn't run at 100% usually. It does consistently stay over 144hz though.
Does this bat work the same way as an overclocking app like MSI Afterburner that sets the core voltage?

My cpu and gpu usage are at 50% and 30%. But previously Overwatch used to take up 100% cpu as I play which was fine considering the performance. Would uping the gpu usage actually help?

These environmental variables have nothing to do with overclocking; they control how much GPU memory address space can be allocated by OpenCL apps.

I'm not even sure this applies to non AMD cards, and it shouldn't have anything to do with most games regardless.
