Hard to say for certain. PC isn't really starting fresh after a cold but, it's using hibernation to speed up boot time.
You could disable Fast Boot from bios See if it makes a difference.

Right now you can check Task Manager's Performance tab. At the bottom you should see your Up Time. It should be around 2-3 days or so.
That tells you that even when you shut down your PC for the day it's still not starting fresh when you start up.

There is a way to disable it from win10 but not sure of the effect of doing that with it enabled from the bios.

Hmm, well you're right about that. The taskmanager does say a couple days uptime.

I'll try messing with both disabling it in Win10 and in the Bios and see if it changes anything. But that'll have to wait until tomorrow.

No problem. Should be safe to go through the bios first. Boot like normal then reboot again. If you want to disable it from win10 go ahead.

I'm noticing an improvement and I posted my results before the FCU was released in this thread.

Here are results after the FCU. Everything maxed out with motion blur off 2xAA. Again, the Porche race.

Average framerate : 111.7 FPS
Minimum framerate : 77.3 FPS
Maximum framerate : 148.5 FPS

Its 1 year older than RX 480 = RX 580. Also RX 480 is 256-Bit, 2304 SP, 32 ROP vs 4096 SP, 64 ROP. As you have seen with Vega vs Fury there is almost no arch improvement. It just drivers.
