If everything is set correctly (1600 CPI and such) then yeah, looks like you're right, does the cursor slow down and stop, or does your view shoot at the sky/ground?

3000 FPS sensor doing 4m/s is pretty impressive.

EDIT: Also, can anyone that has this mouse do slow diagonal movements with something like MouseMovementRecorder open?

Yes it does cause the classic spin out and shoots your view to the sky/ground. Also given the new info on counts I am assuming it is not a 3000FPS sensor(possibly a little bit better?) but I don't know much about that. Oh and the dpi/cpi steps are from 400 to 3200 in steps of 200 if anyone wanted to know.

If you have MouseMovementRecorder, can you show what it looks like when you move the mouse at a 45-degree angle?

Does it report 0x1, 1x0, or 1x1, -1x-1, or anything like that.

Sincerest apologies for the picture quality but in case anyone wanted to see/confirm the sensor position, feet, etc. As an anecdotal review I'd say the feet are standard IME 3.0 plastic feet which I personally don't hate but may replace. The rubber sides feel smoother than the original, more like the texture of Mionix mice, but it grips fine. I haven't been able to make the sensor spin out which was nice to see. The scroll wheel is quite tight, so that's probably love/hate, and I feel as though there is noticeable click latency but it could be in my head since I only used it for ~10 minutes so far. Thanks to whoever posted that BestBuy had it available also, I went out and snagged one and cancelled my Amazon order.

EDIT: forgot to say the side buttons feel AMAZING. firm, crisp, wonderful. Also lift off distance is very very low, zowie level or even a bit lower.
