Not looking for a world beater. Something comparable to what the Hyper 212 was a few years ago. For maybe a 4.2ish OC.

Lets say under $40?

Given your budget, I would recommend the Reeven Justice. Reeven is a good brand with many good coolers, dont get enough love despite having a good reputation.

performs very well for its price https://www.tweaktown.com/reviews/7169/reeven-justice-rc-1204-cpu-cooler-review/index6.html in terms of both thermals and noise

Thanks, can't say I love the yellow but results look pretty good. I was looking at the Cryorig H7, this one seems to be better according to tweaktown.

You could also look at Thermalright's True Spirit 140 Direct for $40 https://www.newegg.com/Product/Product.aspx?Item=9SIACFW57P5018&cm_re=thermalright_true_spirit_140_direct-_-9SIACFW57P5018-_-Product

If you're willing to spend a bit more, Scythe's Mugen 5 or Fuma are good options coming in at $45 each on newegg

im sure there are plenty of reviews for all these coolers, i know they're all better than the H7 at least but thats no surpise given that the H7 is a bit cheaper ($35 ish IIRC)

Scythe Mugen Max is a good value at $36.99

Thermalright TRUE Spirit 140 Power has more cooling ability. It is quite big being 77.5mm center CPU toward PCIe sockets and 171mm tall.
