I think it's either the CPU is bottlenecking the GPU, or my harddrives are slow, because they are SATA 2, and I get 50MB/S Read/Write speeds. The GPU seems fine, I mean it's not even going above 60% really in any game, my CPU is spiking higher than it.
Alright, that's pretty much what I play on right now. I just feel like Windows 7 ran smooth compared to 10, do you think this could be an issue also? And I def need to upgrade my CPU.
As every new Windows version, it needs a bit more resources. Not sure if it's normal for malwarebytes, or just an occasional spike in your screenshot, but it seems to do some background scanning. I don't know H1Z1, but as it uses the same engine as PS2, it uses much ram and can leak some, so if you play longer like ~2hrs, you can see some slowdowns.
Also latest Win10 has some problems with fullscreen mode, some games run in borderless mode instead fullscreen, disabling fullscreen optimization, IME, or alttabbing can help.
In all honesty, your PC should feel sluggish. It's pretty old. The best upgrade you could do is a SSD. If you have the budget to move to a Coffee Lake or Ryzen setup, your gaming experience would improve. Intel was making strides around the time your processor came out. Progress slowed with Ivy Bridge. If you can get a decent price on a used Sandy Bridge or Ivy Bridge setup, that's a nice affordable alternative to a modern setup.

I would look into an ssd for the os, I still use my qx6800 and I do notice a difference between my i7 but using it for internet or streaming there is no difference.
THG did an ssd comparrison with old hardware and windows xp years ago, it does give a considerable speed boost.
I havent played a game on my qx6800 for years but with the gtx960 isnt slow
