It's been known for awhile, but I'm sure this "feature" was started with seed money by the NSA or other agency - either directly though Intel or another company bought by Intel or research paid for by Intel with money from the NSA or others.

This is how backdoors get "slipped streamed" into modern tech. Research is paid for by some three letter agency, a company picks up on the research and new tech that's now backdoored. Then the tech is spread around the world in new products.

I'm not saying the the backdoor is necessarily explicit, it's just a built in avenue of attack requested by said agencies.

You know those technology "kill switches" people like Alex Jones and others get called crazy for saying exist... Intel ME is one of them.

I'd bet money that the US Government has it completely compromised with or without Intel's cooperation... never mind a foreign government cracking it.
