Questions about USB 2.0 PCI Adapter card

It is like this.

Skylake chipsets support only USB 3.0 and that there is no backward compatibility.
There is no way I can install Windows XP or Windows 7 on a skylake computer.

Also that USB 3.0 will not recognize my old devices like my printer at Windows 10.
A USB 2.0 will be able to detect it on my Laptop at USB 2.0

But I have an Idea.
There are USB 2.0 PCI extension cards for sale and that I think I can use those.

Here is my questions

Can a USB 2.0 PCI extension card be used to:
1.) Install Windows XP or Windows 7 on a Skylake Computer.
2.) Detect my Printer that only works at USB 2.0

3.) Can the PCI extension work without drivers.

Get a new printer, And Windows XP and 7 are so far gone and dated they really aren't for current usage(XP entirely, 7 is on it's way out), XP on a skylake? Just no man, Just no
