I also think Twitch viewers don't care that much about image quality. They would rather watch someone they enjoy than someone they don't regardless of quality.

As far as streaming at the settings you want, I'm not sure if it's going to be possible. Maybe get a dual-CPU board and combine the power of some cheaper processors. I still think you'll have to stream at a faster preset to accomplish the resolution and frame rate you want, which an extreme minority of streamers even use.
I have no intention of ever being a partner or making money from twitch, it's strictly a hobby for me. I gave up drinking over a year ago and I need something to do in my spare time so I don't go crazy and I don't mind spending the money on the pc. I realize it's complete overkill, but my computer is really my only hobby.

Understandable. I suggest trying to stream at 1080p60 with a faster preset and get some opinions from other people about the stream quality. I watched the VOD you linked earlier and the quality was probably the best I have seen. It looked like the gameplay might have skipped a few frames a couple of times, but the image quality was incredible. I have also watched people who stream with faster presets with amazing quality, though they weren't streaming at 1080p. Most of the streams I watch are 720p30.

The division causes minor hiccups on the gaming PC, it's actually unrelated to the stream PC. If you watch some older vods it's completely smooth.

Here's my vod at 5k bit rate / medium preset / 720p60fps

I'm also streaming to YouTube at the same time with restream.io. Trying something out, not sure how much of affect it has on performance but my cpu usage was around 65% while playing.

Looks good, now try 1080p with the same settings, or try running bf4/1 or pubg and see what happens to your cpu

FortNite isn't exactly easy on the cpu. I'd say a 7900x would do you well.

But again the quality you are streaming at is better than most popular streamers. People watch others for their personality and/or gameplay over stream quality.

I can pretty much tell no difference between fast and medium. veryfast preset can definitely look bad with fast paced games though. I streamed Overwatch at 60fps/720p on fast using a 6850K at 4.5GHz and was able to maintain a minimum 144fps in game. Medium started to give me some dips in game so I stuck with fast as I saw pretty much no difference on the stream vods.

If you are deadset on running medium the 8700K probably won't be enough depending on the game and what minimum fps you are looking for in-game. If you can stick with fast then you should be fine, otherwise it sounds like you already know the answer to your question is an OC'd 7900X for highest IPC possible for games while also being able to encode at highest quality settings.

Sorry for this unrelated post to the thread, but I started streaming to Twitch recently with G3258 and I don't think my CPU is powerful enough for software encoding so I use QuickSync for 720@60fps at bitrate 2000kpbs -to- 3500kbps, the maximum allowed by Twitch for non-partnered streamers. My stream video looks a bit soft and blurry than it would on software encoding. Will using a two PC setup with one dedicated to just streaming improve the quality? How would I go about creating such a setup? What equipment would I need to send the stream to the second PC?

Yes, it would improve quality to play on one system and transcode on a separate one, in this case.

However, because you'd need a good capture card and a powerful enough CPU to transcode real time on the second system, as well as add considerable complexity and some latency, it's probably a better idea to just upgrade your CPU.

If your game runs well on a G3258, you'll probably be able to play and encode with x264 acceptably on a Haswell i7 and I'd expect a second hand 4770(K) or 4790(K) to be similar in cost to a good capture card.
