Tuniq Tower not working right?

So I have just bought the following parts

CPU: E6300
CPU Fan: Tuniq Tower
Mobo: Asus P5B Deluxe Wi-Fi AP
RAM: 2GB of Gskill 800 (F2-6400PHU2-2GBHZ)

Video Card: Modified Gigabyte 7300GT (yes - I'm very aware that it's a crappy card, only using this until after UT 2007 comes out)
PSU: Coolmax 700W (CUG-700B)

So I've been studying different forums and things for about a week and a half now, so I understand OC'ing better than somebody who is COMPLETELY new at it - however I have a problem. No matter what I do, the the CPU is just running WAY to hot. Even if I do all default settings with the mobo, I still have 35/50 idle/load. When I OC to 3.0, I get 45/65 idle/load.

I've taken the cpu out and cleaned it with isopropyl, the same for the tuniq - make sure I only used half a grain of rice for thermal paste, etc., made sure tuniq is turned to face the back, etc.

I cannot understand why the thing just runs so hot. Any ideas? Something I'm doing wrong? I can take pictures of the bios screens if that would help.

take it off clean it put on new as5 and reset it

I've done that twice now but it doesn't seem to help...

maybe I'm not using enough thermal paste? - I put just enough that I can;t see the letters and then I smooth it out with a credit card

also it may need lapping it may not be 100% flat check it with a mirror and razorblade

When people say that they mean for the whole die right? Or do you mean the paste should be as thick as a grain of rice? I've been doing the former.

i dont think so but i would say lap it there isent very much that can be broke on an air cooler and make sure the fan is spinning
