Did you replace the jumper on active?

They are 3 pins 1-2-3
Usually, check manual, you short or reset the BIOS by placing it on a pair (again CHECK your board). Now I startup once with it on just to make sure but then turn it back off, it acts the same as what your stating, and replace the jumper back to the OTHER pair. Turn on power.

So say your manual states the 1-2 pin is clear and the 2-3 is set. Pull jumper off 2-3 and replace on 1-2, power on a few seconds, then turn off and replace jumper back on 1-2. Power on as normal.

If they are set to the clear many boards won't boot and act like what your seeing.

Bah! That's what the CMOS Clear jumper is for. Basically allows a current through to the chip thus clearing the NVRam BIOS chip resetting to default. I've never pulled a battery since my 486DX days
