Castrol Super Clean is what I was trying to remember. I used that stuff a lot when I used to build scale model cars. It's safe even for plastic, and needless to say it will work on metal as well. I know it works on even super-hard automotive grade lacquer and acrylic paints from experience.
Here's a link testifying to its capabilities.
It's also much cheaper than brake fluid for the volume required to soak a PC chassis.
