I believe that these PSUs are of the Antec NEO series, and NEO-LINK is just something that they use to combine their power to be used as if they were one PSU. This is pure speculation, but they make the NEO-HE PSUs, so I figured that NEO-LINK was some hardware that made the 2 PSUs act as one.
I was right:
Neo-Link 1200 Watt dual power supply system:
One 650 Watt Neo Power is responsible for powering the motherboard and add-in cards, while another 550 Watt, handles your drives and other peripherals
Seems like a bad combo, though. I'd rather have an 850W running my mobo and cards, and a 350W running the drives. You wouldn't be able to run SLI with that, would you? Or maybe just attach one cards external power to a different PSU?
