Some of the newer E6600's don't OC so great, so you may get to 3.2 or so.

You should consider a Thermalright Ultra 120 Extreme if you want 3.6ghz.
http://www.newegg.com/Product/Produc...82E16835109140

I recommend 2x 250GB Seagate Barracudas 7200.10 rather than Western Digital.
8MB Cache
http://www.newegg.com/Product/Produc...82E16822148142
16MB Cache
http://www.newegg.com/Product/Produc...82E16822148144

And get G.Skill HZs. They are extremely cheap right now.

Edit: O crap I didn't know you ordered them already. You might have to lap the HSF and IHS if you want 3.6ghz.

Don't bother w/ watercooling, IMO. I have built 4 rigs using E6600's, all of them using air cooling (tuniq tower 120) and I was able to get all of them to 3.6ghz.

Of course your mileage might vary and I don't know much about the particular cooler you chose, but personally it just doesn't seem worth the expense and hassle for watercooling other than bragging rights.

IHS is the integrated heat sink fan that is on the very top of the CPU. You want to lap that and the heat sink fan so that there is good contact. Better contact means better temperatue which means better overclocks.
