in cpuz it says my memory is running at 400Mhz...

its DDr 6400 (800 MHz)

am I missing anything?

Also, when my clock speed of my processor as 1600 (266x6) but whenever I do anything it changes to normal, 266x8

Is that normal for a E6420?

RAM is normal. DDR2 800 runs at an external frequency of 400MHz, and that's what CPU-Z reports.

About the second thing.... go into BIOS, and look for something like 'Intel Speedstep'. It's likely under the CPU options. Disable that!. It's a technology that reduces the multiplier when the CPU is idle to save some power. When you put some load on the CPU, it'll be put back to the default x8.
