Nah, it's cracked. Look at the top side of the plastic. There are three cracks in it.

Doh! I thought he was talking about the missing space on the PCB! Sorry, I wasn't all there at the time when I saw that picture. Haha!

OP: You could ghetto mod it and tape it up. Or even super glue it if you have careful hands. lol

Yeh man you will get to keep it coz u payed the seller and he's got the money for it and you gettin the money back to replace the damage of the card but thats an easy fix with a new cooler, should work fine as long as no actual damage is on the card it's self.

Anyways, if you can keep the card, that would be an awesome deal. I guess with the money saved you could put in an Accelero X2 or maybe even a Thermalright HR-03 on it. However, I'm not exactly sure if you are going to be able to change out the PSU since I heard that Dell uses proprietary components. Again, I'm not sure though, but look into that some more before putting money down and finding out later that it won't power your rig.

Yeh, im building my own pc soon, and it is broken, the case actually bends in, and the heatsink is bent inwards

and ye, i hope it will work on my new pc and ill get to have crossfire, except crossfire is the same as having one card :/, cause it changes both the PCI-E slots to x8!!

With the X1950XTX's a 8x PCI-e has enough bandwidth to run it at about 98% of the speed. The only cards that suffer from less than 16 lines are the 8800GTS and 8800GTX.

You will not be able to run two x1950xtx in crossfire however, unless you bought a crossfire edition with the cash you get from shipping insurance or whatever your getting it from.
