Nintendo, Sony, and Microsoft controls how many will release on launch, and then the district manager of gamestop will allocate different amounts of consoles to various locations within the district based on how well they sell.

You will be guaranteed a copy of a GAME from gamestop if you preorder, because the quantity they get is based on their pre-order inventory list in their program. So basically, on launch day, you can stroll in 5 minutes before they close, ask them to get you your pre-ordered copy, and it will be guaranteed that itll be there.
