It's essentially a beefy transistor like component that can be used for applications which require alot of power such as Voltage regulator circuits. It can be used as an Amplifier like device or an electronic switch. For PWM it is switched on and off and varying speeds to control the fan speed. So essentially you are providing the fan with bursts of power rather than a constant power source at varying voltage levels.
