There is plenty in your budget for 2GB. For the video card, just get a cheap one.... 7300GT is fine.
Once again...

The non-integrated video card will bring the price up a bit so you might want to think about that. As for the memory, I wouldn't buy my dog a computer with less than 1GB of RAM.
Especially if she plans on putting Vista on those PCs.

Everything but the keyboard/mouse

X2 3600+ Brisbane
masscool 64 cooler
Bioistar TForce 550 mb
2 gig G.skill NQ's 800 mhz (can save $5-10 if you want to get 667 mhz)
7600 GT (can drop to a 7300 or something if no gaming)
320 gig Seagate 7200.10 perp barracuda SATA (can save $10 to $15 with a 250 gig)

Oh man I am so lol'ing right now. Low end gaming machines for a business?

What type of Business is it? Kinda different if they beta test the latest games than if they just punch numbers into a database all day.

CHEAP AS SIN "DUDE THATS NOT A DELL?" BUSINESS MACHINE
AMD Sempron 64 3300+ = $32
PC CHIPS M861G V1.6 Socket 754 VIA K8M800 = $40
SUPER TALENT 1GB(2x512MB) DDR 400 = $65
WD CAVIAR 160GB = $51
Hanns-G 19" Widescreen = $160
Rosewill R6422 BK ATX Mid Tower Computer Case+350W Power Supply = $25
Logitech Wireless Combo = $24

Roughly $400 a PC. Couple that with Xubuntu + Open Office and BLAMO! They'll be adequately fast support all Microsoft Office formats (and then some) and the 19" widescreens will keep eveyone happy and make them think these are exotic high dollar machines.
